Land Use Planning Coordinator – 2-year term
Position: Land Use Planning Coordinator
The Gitxsan Lax Yip Management Office (GLMO) is a registered not-for-profit organization that is First Nation-controlled, community-based, and membership-driven, committed to raising professional standards in Indigenous lands management. GLMO is seeking a knowledgeable, experienced and driven individual to fill the position of Land Use Planning Coordinator.
Position Summary:
Under the immediate supervision of the Co-Executive Directors, the position of Land Use Planning Coordinator will:
Manage in the establishment and maintenance of the Land Use Planning with Gitxsan Watershed Table Simgigyat
Collaborate closely with the Simgigyat
Initiate active outreach activities to assist in the development of Land Use Planning (LUP)
Manage various types of project funding
Coordinate the development of LUP training and resource material
Manage the delivery of LUP training
Disseminate LUP information, products, tools, and systems to Gitxsan Watershed Table Simgigyat
Establish partnership with government, institutions, organizations, and agencies to support First Nations in their LUP
Respond to a wide range of referrals
Skills, Knowledge, and Competencies:
Must possess:
Experience in Land Use Planning with an in-depth knowledge of philosophies, principles, practices, and techniques of land use planning
Demonstrated ability to assess legal impacts of proposed developments and impact on Gitxsan Laxyip
High level of managerial, supervisory, and leadership skills
High level of organization, strategic planning, project management, research, and analytical skills
Excellent oral and written communication skills, including presentation to groups varying from ten to several hundred
Strong interpersonal, conflict resolution, and problem-solving skills
Experience in managing fiscal resources including development/evaluation of business plans, budgets and reporting
Ability to work independently with minimal supervision
Experience in planning, organizing, and coordinating the delivery of training and education programs
Proficiency in the use of the Microsoft Suite (Word, Excel, PowerPoint, Outlook), Internet Explorer, various online communication methods, Mac operating systems, and Adobe Pro; Computer software applicable to planning, GIS Mapping, and image editing.
Maintain confidentiality and ensure legislated privacy requirements are met
Position Requirements:

Degree in land use, environmental or regional planning recognized by the Canadian Institute of Planners or a related discipline with a minimum of five years of experience in the role as a Planner or Certified Land Manager. An equivalent combination of education and experience may be considered.
Own transportation and a valid driver’s license
Willing to work overtime and travel including weekends and evenings

Dim Didi’ym Lax Yip (Land Guardians)
2-year term
Position summary:
Dim Didi’ym Lax Yip (land guardian) Anhahla’st has been created to assist with field management procedures, and effective data collection within the Gitxsan Lax Yip. The position will help the Gitxsan Lax Yip Management Office (GLMO) and the Huwilp with their information needs when evaluating projects, plans, and developing protective measures on the Lax Yip. This position will coordinate monitoring projects on the Lax Yip with each respective Wilp/watershed and communicate results to the Simoogit and Wilp members as part of the traditional decision-making process. This job can be physically demanding, and will include working and traveling in extreme weather. The successful candidate will be committed to the Gitxsan Laxyip Management Office Mandate and to learning about Gitxsan culture and history.
Roles and Responsibilities:
o provide field assistance to the Gitxsan Lax Yip Management Office to monitor and collect inventory/data
o build and implement monitoring and reporting protocols leading the Environment Stewardship Initiative (ESI) field program which includes conducting moose habitat surveys, cultural indicator assessments and workshops and road surveys/inventory.
o work in collaboration with the Province of BC, Federal government agencies, industry and other Nations
o incorporate multiple initiatives and land use plans for the Lax Yip; And, coordinate and participate in immediate monitoring (high risk values).
Preferred knowledge and abilities:
o demonstrate effective inter-personal communication (verbal and written).
o have experience developing and maintaining relationships and partnerships.
o have general computer and data-base literacy, including MS Office.
o have experience working independently and be motivated/self-starter
Qualifications:
o experience in a relevant field of experience.
o Experience working in outdoor environment (in remote forest areas, walking streams and ability to hike carrying equipment over uneven terrain)
o Must be willing and able to work in all types of weather (rain, wind, extreme temperatures) and varied terrain (from wetlands to mountain tops).

Position Summary:
The Finance Manager will oversee our accounting department. The Finance Manager would assist with all aspects of our operation. It is important to ensure that finances are done in a timely fashion. This position will assist with all aspects of financial matters including payroll, and project deliverables. This role will support the administrative operations and communications functions of the office, work with and maintain effective relationships with staff and stakeholders, and also promote and contribute to a positive environment and cohesive team culture.
Job specifics:
- Acts as the expert in the functionality of various finance functions, policies, and processes across a multi-disciplinary stream of financial services including Accounts Payable/Receivable,Procurement, and Payroll as well as vendor products and services;
- Maintain a thorough understanding of the business and functional process of financial transactions within finance software applications;
- Perform a full accounting cycle, in addition to quarterly GST tax filing, managing staff payroll, T4’s, RRSP contributions and health benefits

Watershed Facilitator Consultation Advisor
Job Summary
Under the supervision of the Executive Director the Watershed Facilitator plays an important role in supporting the development of a government-to-government relationship with BC through implementation of the watershed project. Will promote and contribute to a positive environment and cohesive team culture
- Providing organizational and logistical leadership and technical support to the Simgiigyat for collaboration and decision making within the Watershed;
- Facilitating engagement, exchange of information and maintaining and distributing records of engagement and ensuring the following steps are taken; House Profile; The House group has to take stock of its own make up, it has to identify how it can enable its members to sustain and by what means. There are many dimensions to this component. What is critical is that the House members need to know what makes them unique.
- Issue Scan – the House group has to assess its activities in terms of the impacts on sustainable development.
- Consultations – the perspective of allies, partners, neighbors, and other stakeholders on House priorities have to be drawn out.
- Develop an Action Plan – The House group will identify the steps that will be taken to realize its sustainable development goals. Sustainable development strategies need to focus on the long term but it is realized that most of the goals have to be established to meet immediate needs. It will be integral to House Groups to base their development plans on a firm, realistic framework with measurable, sustainable outcomes.
- Sharing with all watershed Simgiigyet incoming SER’s from the Archaeological Branch and government to get input on how to move forward with each SER.
- Building relationship and resources to move the Watershed Chiefs forward towards an agreed upon Land Use Plan (LUP) and getting the LUP recognized by government and proponents that will give the Chiefs the autonomy to exercise their rights, title and jurisdiction over their respective territories in co-management with government and utilizing the UNDRIP legislation.
- Work with the Laxyip Management Office and Executive Director on the exchange of information between Watershed Simgiigyat.
- SEA implementation – Engagement working Group, lead implementation of the engagement Framework, participate in dispute resolution.
- Manage Gitxsan Connect – Administer and input and disburse information via Gitxsan Connect (a referral database utilized to track the Gitxsan lax yip.
Job specifics:
- Supporting and summarizing Simgiigyat discussion and responses;
- Facilitating engagement between the Province and Simgiigyat; and
- Set up regular meetings with Simgiigyat of the Watershed including logistic support and preparation of agendas, information packages and meeting and decision notes.
- Oversee the implementation of Gitxsan policies with respect to resource work and economic development (e.g., Spagyat Gan (forest), Ax (water and fish), Loop (minerals), and Yajasxw (wildlife).
- Address all issues related to resource management both tangible and intangible from the Wilp perspective.
- Negotiate an information sharing protocol for all watersheds to use with resource Ministries.
- Empower each respective Wilp to make informed decisions that create a sustainable future for the next generation.
- Ensure that the Provincial Crown upholds its legal responsibilities in land use planning and development that accommodates the Gitxsan Wilp interests.
- If the Provincial Crown does not uphold the accommodation of interest’s justification of infringements and compensation negotiations will occur.
- The implementation of an Office of Compliance will deal with infringements and assist the Huwilp in obtaining restitution for these acts through the use of the Aboriginal Rights Appeals Board.
- Ensure that the principles of protecting the Gwalyeinsxw and Ayookim Gitxsan are the central feature of the plans.
Watershed Facilitator deliverables

Watershed Guidelines for Planning
The following lays out the format that should be followed by each watershed in undertaking their planning processes.
- Each watershed must begin by signing collectively an inter-Wilp agreement. This means that they will work together and not undermine what others in the watershed may pursue.
- Each watershed must then sign a trust agreement. This means that each Wilp will participate in projects collectively and/or support each other in projects that they undertake individually.
- Selection of a Watershed Facilitator for the watershed. See Job Description. This position is key as they will communicate information with members of the watershed and when necessary, facilitate the members of the watershed.
- Will ensure that all watershed deliverables are met.
- A signed Inter- Wilp agreement and signed Trust Documents of Records of decisions and action items resulting from monthly meetings.
- Each year must begin with a strategizing session and the setting of objectives and goals to work through each stage of planning
- Each Wilp must begin the process of building Wilp databases that create the human profile for this process.

Qualifications:
- Knowledgeable on the Gitxsan Ayookw.
- Post Secondary training related to Natural Resource field of study.
- Grade 12 or equivalent-education.
- Must have excellent computer skills.
- Excellent communication skills.
- Ideal candidate will be of Gitxsan matrilineal decent and while speaking Gitxsan language will be considered an asset, it will not be a requirement.
Experience:
- Three to Five years’ experience in this or a related field is required
- A sound understanding of Gitxsan Ayookw and Gitxsan Huwilp system will be considered an asset.
- A strong background and three to five years experience within a first nations environment
- Experience supervising and managing staff as well as developing and managing budgets.
Working Conditions:
- Travel may be required
- May need to respond to rare after-hours or emergency calls
- May be required to work some non-standard hours to attend meetings or events.
- Receives minimal supervision with occasional direction.
- Sitting and standing for extended periods of time is required as well as concentration and eye strain from computer use.

- Must be able to obtain and maintain a valid BC Driver’s License
- Must have a vehicle and appropriate vehicle insurance.

- have extensive knowledge and background of Gitxsan culture, laws, and history. This individual will be able to navigate, understand, and respect the culture of the Gitxsan, work within the Gitxsan governance system, and ensure that the GLMO’s mandate aligns strongly with Gitxsan values.
- have a general understanding and knowledge in a variety of areas including up-to-date legislation related to the Gitxsan Nation, the current consultation process, land use planning, natural resource management, environmental assessments, social, cultural and heritage values.
- handle a wide range of technical, administrative, support tasks to work with both GLMO staff, Watershed Simgigyat and Wilp members, and with external stakeholders and the province.
